8GB or RAM installed, but only 3.31 GB usable. I have Windows 7 Professional 64-Bit.

I just installed an extra 4GB of RAM in my laptop. But previously, 3.78GB of 4GB was usable. But now, only 3.31GB of 8GB is usable. How can I use all of my memory?
