How do I disable Automatic Private IP Addressing APIPA in Windows 7?

I want to disable APIPA in Windows 7 Home 64 bit.  I disabled it in my previous XP system by a simple registry change and it worked excellently to solve my problem.

I have searched the forum and I did not find anything relevant to W7.

I will greatly appreciate any help.

netsh int ip reset resetlog.txt
netsh winsock reset
ipconfig /registerdns
ipconfig /flushdns
ipconfig /release

 

You can try these and then reboot. It works for me sometimes and sometimes not. I still have not found a good answer for this question. The old fix for it in XP does not work and MS is little to no help at all.
