Q: Event ID 31004 When Internet Connection Sharing is Enabled

This error started appearing since I shared my internet using the ICS so what can I do to correct it? 'The DNS proxy agent was unable to allocate 0 bytes of memory. This may indicate that the system is low on virtual memory, or that the memory manager has encountered an internal error.'

I would suggest you to go through the kb article mentioned below:

Event IDs 34005 and 31004 may be logged in the System event log of Windows 7 when Internet Connection Sharing (ICS) is enabled on an available Network connection

Using ICS (Internet Connection Sharing)
