Can't open device manager or services.msc a message box pops up it says "MMc cannot open the file C:\Windows\system32\devmgmt.msc"

Original title:I can't connect to my wireless network. My troubleshooter won't run and i cant open Network and Sharing Center. I am pretty sure it is some type of virus. Please help.
It says "An unexpected error has occured. The troubleshooting wizard can't continue." when i try to run the troubleshooter.

When i try to open device manager or services.msc a message box pops up it says "MMc cannot open the file C:\Windows\system32\devmgmt.msc

Also it says my Defender pro subscription has expired even though i just recently added a year subscription.

Hi,

Did you make any changes on the computer prior to the issue?

Method 1:
Try the following steps and check if that fixes the issue:
a. Click Start, type cmd, right-click and select Run as administrator.

b. At the command prompt, type regsvr32 msxml3.dll and then press enter.

Method 2:
Run System File Checker (SFC) scan to fix any corrupt system files. To do this, follow the steps mentioned in the link below:

How to use the System File Checker tool to troubleshoot missing or corrupted system files on Windows Vista or on Windows 7
http://support.microsoft.com/kb/929833

Method 3:
Run a Microsoft safety scanner to make sure computer is free from virus infection:
http://www.microsoft.com/security/scanner/en-us/default.aspx
Disclaimer:
If you run the virus scan the program that is infected with virus will get deleted. So yo
u have to reinstall the program. Also if the files and folders are affected with virus then they might even get deleted

Refer the steps from the link and check.
