Windows 7 Does not assign a Drive Letter

Windows does not automatically assign a drive letter to any of my usb hard drives or flash drives, if I go into the disk management utility the drive is always sitting there online and active, and all I have to do is right click and assign a drive letter and everything work as usual. However that is super annoying and there is no reason windows shouldnt be doing this for me. I assure you there are no driver problems corrupted drives, jumpers or anything out of whack, I am an IT guy myself. I have just never ran into the situation and couldnt find an answer after looking on here for 20 minutes and googling around and checking other sources.

Thanks for the help
