USB Driver cannot start

I am unable to resolve an issue with a USB Driver (USBSTOR.SYS), which cannot start. This prevents my from accessing the media card on my phone.

I am unable to get this drive to start. Error code is CODE 10. I tried upgrading the driver, reverting back to an older one and uninstalling / reinstalling, but nothing works. The driver issue is preventing me from accessing the media card on my phone. This problem appared when I got my new computer with Windows 7, previously on Windows XP I did not experince this issue.
