USB conflict - Windows 7 socket allocation issue

When I plug in a device into a USB socket, sometimes the mouse and keyboard freeze (both are USB devices)
I found that the flickering of the cursor in Microsoft Word was caused by that software looking for the default printer and made a PDF creator the default printer, which solved that and has reduced the freezes of keyboard and mouse.  However, after a USB printer had been used, I got the freeze up again when I plugged in a USB memory device.
I have uninstalled the USB drivers to allow Plug and Play to re-install them, but this has not solved the problem satisfactorily.
Is this a known problem in Windows 7, and are there solutions?
