Toshiba external hard drive not visible Windows 7

How to make Toshiba external hard drive [model: PA4096-1HF4, 640 GB, 3.5 inch, USB 2.0] visible and accessible in Windows 7 Home Premium (64 bit)?

As mentioned above, the specs are as follows:

External HDD: Toshiba 3.5 inch 640 GB, USB 2.0 interface. Model: PA4096-1HF4

Machine: Acer Laptop - 8942G

OS: Windows 7 Home Premium 64 bit

I am connecting the external hdd to the laptop using a USB 2.0 cable. But it is not being recognized at all.

When I connect it to my old laptop that runs Windows XP Home SP3, it works fine without any issues.

Hello, I have been frustrated by the same problem intermitently for several months and just read the suggestion below about not plugging into the hub but directly to the computer USB....well holy sh@#t that solved the issue immediately....goes to show always something new to learn about external components!
