Smart card receiving error "Resource Manager not starting, error 1083" in Windows 7

*original title - Smart card Resource Manger not starting error 1083:the executable program that this service is configured to run does not implement the service*

im using windows 7.

Smart card Resource Manger not starting error 1083:the executable program that this service is configured to run does not implement the service, when i plug in the PCSC reader the driver is there but when i use the pcsc diagnostic tool i cannot see any reader connected?

·         Were you able to use the PC/SC reader earlier on this computer?

·         Are you getting this message when you try to start the smart card service?

This behavior usually occurs if the service is disabled for the hardware profile that you are currently using.

Step 1

In Windows 7, the service which manages the access to smart card reader is the ‘smart card’ service.

Let’s try to manually start the service.

1. Click Start, type services.msc, press enter and then click  Services.

2. Double-click the ‘Smart Card’ service that did not start.

3. Click the General tab. Verify that the service has not been disabled in the Startup Type box. If it has, click Automatic to have it start when you start the computer.

Step 2

a) Also, try to run the Smart PC/SC diagnostic tool as an administrator and check if the PC/SC reader is working properly.

b) Right click on the software tool, click “Run as Administrator”.

You may also uninstall the drivers for the card reader and download & install the drivers from the manufacturer’s website.

Step 4

If the above steps doesn’t help, run a System File Checker [SFC] scan on the computer which will replace the missing or corrupt files. Then try to access the files and check if it works.

To do this, follow the steps given below:

1. Click the Start button.

2. From the Start Menu, Click All programs followed by Accessories.

3. In the Accessories menu, Right Click on the Command Prompt option.

4. From the drop down menu that appears, Click on the 'Run as administrator' option.

5. If you have the User Account Control (UAC) enabled, you will be asked for authorization prior to the command prompt opening. You may simply need to press the Continue button if you are the administrator or insert the administrator password etc.

6. In the Command Prompt window, type: sfc /scannow and then press Enter.

7. A message will appear stating that 'The system scan will begin'.

8. Be patient because the scan may take some time.

9. If any files require replacing SFC will replace them. You may be asked to insert your Vista DVD for this process to continue.

10. If everything is okay you should, after the scan, see the following message "Windows resource protection did not find any integrity violations".

11. After the scan has completed, close the command prompt window, restart the computer and check.
