It is a hardware problem. If you are running graphics from an integrated video card or an older 3rd party card, consider upgrading to a card which supports 'shader 3.0'..

Install the latest driver for your graphics card from its chipset manufacturer's site.

If that does not work, which graphics card do you have?

See http://www.intel.com/support/graphics/sb/cs-014257.htm. The G31/G33 only supports shader model 2. You need a graphics card which supports shader model 3 or later and has Windows 7 drivers..

The latest driver for the G31/G33 can be found by  http://www.intel.com/p/en_US/support/detect/graphics.
