Hello John,
The problem isn't your drive or the lack of a driver. Windows 7 sometimes has trouble recognizing external drives, regardless of type. First, a troubleshooter to recommend to you: http://support.microsoft.com/mats/Windows_USB_diagnostics .
If that doesn't work, a freeware application to recommend: http://download.cnet.com/AOMEI-Partition-Assistant-Standard-Edition/3000-18512_4-75118871.html?tag=mncol;1 - use the Direct Download Link only.
The point of installing the program is not to format or partition your drive, but rather to use it to recognize your drive in Windows 7. To achieve this, make sure your external drive is hooked up to the USB port, install the app, and then select the external drive and choose Properties. That's all you need to do. Once recognized, Windows will be able to recognize it on its own.
