Explanation of Error Codes Generated by Device Manager __ Manage Devices in Windows __Unknown Error returned; value 32

I have tried to correct this issue with fix it and uninstalling and than re-installing as well the set back feature.  My dvd drive will not burn and appears unconnected?  Following is reported.

Unknown Error returned; value 32
Cause: A device has a configuration problem that prevents it from working properly.
Details: The device, CD-ROM Drive, is reporting "tv_ConfigMgrErr32". This device will not be available until the issue is resolved. The Plug and Play ID for this device is IDE\CDROMHL-DT-ST_DVDRAM_GT31N___________________1.00____\4-1E87300E-0-0.1.0.
Resolution: 1. Verify the correct driver is installed.
  2. Try updating the drivers using Windows Update.
  3. Check with the manufacturer for an updated driver.
  4. Attempt to uninstall and then reinstall the device using Device Manager.

Try following the steps for Windows Vista, which should also work for Windows 7, in the following MS KB article:

These steps, to remove the UpperFilters and LowerFilters values, if they exist, at the named registry key may help.

Create a System Restore Point beforehand and restart the computer afterward.
