Disabling CapsLock key per user

Disabling the CapsLock key with the "Scancode Map" entry under [HKEY_CURRENT_USER\Keyboard Layout] as a Per-User setting dosn't seem to work with Windows 7. Does someone know?

Rumors say that Per-User keyboard mappings are not longer supported with Windows 7.
Is this officially confirmed by MS.

User mappings were never documented, so it's a disappointment but no real surprise that they disappeared.
