cfgmgr32.dll Missing

my computer says: 
"The program can't start because cfgmgr32.dll is missing from your comunter. Try reinstalling the program to fix this problem." 

However i tried reinstalling and it didn't work. Also, i checked and the dll file IS in the computer. What can i do? My antivirus programs haven't picked up a virus (AVG and AVIRA)? and now my youtube, megavideo  are not working as they reportedly have a missing plug-in. 

I don't know what to do :( Its my new laptop and i cannot even find the CD to format windows.

You need to remove AVG as two major antivirus programs on the computer at the same time, much l
ess running, will only cause issues and actually lower the security. Avira would be my choice to keep
of those two.

What program? Have you checked with the Program's Support and their forums (if any)? There
may be an issue between that program and Windows 7.

Be sure to check with the System Maker's Support, their on-line documentation, and ask in their
forums about known issues. As OEM the System Maker is responsible for ensureing the proper
operation of the hardware and Windows 7. Remember the more you do the more they will claim
it is something you have done. Added that even if you are able to resolve the issue you would
want it documented in case of down the road related issues.

You can also try to fix in Safe Mode (repeatedly tap F8 as you boot).

Start - type in Search box -  COMMAND   find at top of list -  RIGHT CLICK  -  RUN AS ADMIN
