Dell Inspiron running Windows 7 gets error "no default printer found"

My Dell Inspiron running Windows 7 has decided to advise "no default printer found" when I try to print. It tells me to add a printer and try again. Then there is nothing. If I try to add a printer in "printers and devices", it says that windows can't add printer and that the local print spooler service is not running. It says to restart the spooler or machine (restarting machine hasn't worked and I don't know how to do the other).

Computers are not my forte and I'd be really grateful for any help from more experience folk.
