Optical Device Driver Blocked, unable to use device. Code 48. DVD and second, identical hard drive invisible to Windows.

I get a Code 48 message.  I have an intel D945Psn board that has run W2000 on a EIDE hard drive.  I upgraded to Windows 7 with a new SATA hard drive clean install, but transferred files with PC Mover.  Now my DVD burner(s) don't work citing the infamous code 48 and saying that the software for this device has been blocked from starting because it is known to have problems with windows.  Aren't CD/DVD device drivers pretty standard, and included with the BIOS?  How do I deal with that problem.  I have tried to update drivers thru "Driver Access", but the problem persists.  The device doesn't even show up in Windows Explorer or My Computer, but can be seen in Device Manager and on the CMOS menu.  The same is true of my second, identical SATA hard drive.  It appears that some of my important system drivers have been blocked.
