Has Xaudio2 been fixed for Dolby Digital yet?

In Windows XP, xaudio2 correctly uses Dolby Digital Live output for surround sound.

This means you get 3D positional sound on your Dolby receiver on games that use the XAudio2 API.

In Vista/Seven, however, the xaudio2 .dll has a bug that switches output to stereo.

My question is, how do I get Microsoft to fix this?

My sound hardware is a Realtek ALC889, driver version 6.0.1.6449.
