"Frequency out of range"

After launching a game my computer was switched to, (I believe) 1600x1200. That of course is to much for my monitor to handle, so the screen goes black, and in a blue box it says "frequency out of range." (and the box bounces around the screen mocking me.) If I try to restart windows it will happen again, so I have to start again in safe mode. I can't change my resolution in safe mode, and if i try to go into normal mode to change it I get ""frequency out of range," and I can't see what buttons to press.
