Zipped empty folder problems in Windows 7

In windows 7 when I created new folders they were always open,but now when I create new folders they are always zipped.Help.By the way I am a novice.

When you Right Click | New, is Folder an option or only Zipped? If Folder is missing, see this.

Tip: When you save the text to Notepad, the default file format is .txt. Change it to All Files.
