Unable to change file association for proprietary .exe program

Just purchased new Win 7 Dell desktop running Home premium OS transferring file from an old XP computer.  I am a s/w developer using a proprietary application that compiles .xpa files.  Using 'Open With" when I try to associate the .xpa file with our application it doesn't work.  Instead:

 

1. the application doesn't show up in the list of programs to associate even though it has an .exe file extension

2. when I click on the .xpa file that I want to associate with the application it reverts back to being associated with a Windows Media file

 

Not sure what to do.
