Temporary internet files folder: thousands of files remain after "deleting," amount of data exceeds limit I have allowed

I am using Windows 7 and IE 10. 

 

I happened to check the size of Windows' Temporary Internet Files folder after "deleting" TIF's through IE>Tools>Internet Options.  The folder contains 379m of data in 1,890 files & 91 folders.  This despite the fact that I have cleared it multiple times and I allow a maximum of 250m anyway.  Surely my passwords and history don't take up that much space.

 

Can Microsoft provide or direct me to an explanation of how this folder works, why it might retain so many files, and how I can delete these files & folders?

Do you share your computer with another person or do you have more than one User Profile that you use to browse the internet?

 

Are you using Disk CleanUp, cCleaner or some other similar utility?

Thanks but I have since replaced the TIF file using Tools>Internet Options>Settings. 

 

I find it bizarre that Windows can retain thousands of files and folders even after performing Delete Browsing History.

That's because the temp folder contains a whole lot more than just browsing history

Of course  My point is that the options in Delete Browsing History do let you actually delete all temporary files.
