Rearrange Photos: how can I rearrange the sequence of photos within a file?

In Win XP I could rearrange photos by simply dragging them.  I often did this to get them into the sequence I wanted.  I can't do this in Win 7.  So, with Win 7, how can I rearrange the sequence of photos within a file?  Is there a simple method, like the old "drag and drop"?

That option was removed in Win7. I have no idea why and I miss it too.

What I do now is use this freeware tool as a workaround.

A: Create a new folder so the original can be left as is.

B: Open FastStone and open the folder with the pix I want to rearrange.

C: Move them around as desired and then use the Batch Rename Selected Images option. This renames them in a new alpha order.

D: Move them to the new folder. They are in the order I want.
