imageres.dll

When i try to change desktop icon i get the message:The file c:\Windows\system32\imageres.dll contains no icons.

I'we tried to replace it with a working imageres.dll from another PC and after doing it there were still no effect.
Icon exporting software got all the icons out from both old and the new file but Windows still thinks that the  .dll is empty.

System restore also didn't help.
