file association for .tga and .targa

I want my graphics files to open with Windows Photo Viewer - I've set it as the default, but *.tga and *.targa files aren't listed, and are defaulting to Adobe PhotoShop, which isn't even on my default programs list. 
This was working fine until I reluctantly installed Quicktime, which hijacked file associations.  I've uninstalled QTime, but the file associations are still wrong.

Set Default Program To Open File Type With

1. Right click the file, select "open with..."

2. Click on the program you want (if it isn't in the menu you'll need to browse for it).

3. Make sure the "always used the selected program" box is checked on the bottom of the window.

4. Click OK.

Now that file type should always open in that program.

Thank you, but no, that didn't work.  I got the message: "Windows Photo Viewer can't open this picture because either Photo Viewer doesn't support this file format, or you don't have the latest updates to Photo Viewer." 
There are no updates to Photo Viewer, that I can find.

Hey Everyone. If you want to view the .tga TARGA files in your Windows PC, install Apple's Quicktime and open .tga files with Quicktime's "PictureViewer" app. But it'll open only one file at a time which means subsequent images can't be opened by pressing right/left arrow keys. You should open each with a new Pictureviewer window.
