All fonts changed to symbols and squares - Cannot read any file or folder

I recently installed Win 7 Pro 64 bit and to begin with everything was fine.
Immediately after installing sound and video drivers and rebooting all of the text in menus and folders changed to weird squares and squiggles. I can't read the menus to change them back.
Safe mode does this also.
I tried to restore it to base setting from before the driver update and it's still there.

How do I cange my fonts back without being able to read the menus?
