A change in FAT12 file system from XP to 7?

There appears to be a change in the file systems from XP to Windows 7. A USB mass storage class device with a FAT12 based file system reporting a total volume size of 4k works fine with XP but not with 7. Apparently the total volume size must be at least 8k before it will work with 7.
Has something changed between the two OSs?
Am I missing some special reserved or undocumented field?
I have not tested Vista.
I had the same problem with a 6.5k USB device built on a microchip. I increased the size to 11.5k and it is now recognized in XP and 7 (before was working only in XP). I didn't actually check the 8k limit but i guess it's true. Anyway your question solved my problem by making me change the size of the device in the program.
