Windows XP mode 256 Colors

I have this program that uses a 16-Bit installer, and I have a 64-bit computer, so I used Windows XP mode. The program installed okay, but It requires 256-colors. I checked the box for 256-colors, but it didn't change the colors at all. How can I get it to change to 256-colors?

(640x480 also doesn't work. The only compatibility setting that works is the disable visual themes.)
