3. Verify Visual Effects Are On
A) For this right click on "Computer" and select "Properties" from the right click menu.
B) Click on "Advanced System Settings" from the left pane to open up the "System Properties" window.
C) Select the "Advanced" tab from it. Then Under "Performance" click "Settings."
D) Now check "Enable transparent glass" and "Enable Desktop Composition."
E) Restart the computer.
4. Right click on the desktop, click Personalize, click Select Windows Colors. Then verify "Enable Transparency" is checked.
5. Refresh your Windows Experience Index score
A)Click Start, then right click Computer and click Properties
B) Click "Windows Experience Index"
C) Click "Re-run the assessment" to refresh your WEI Index score.
6. Save the Windows 7 Aero theme
A) Right click the desktop, click Personalize.
B) Select the Aero theme you want to use.
C) Change any settings to how you want them.
D) Click Save Theme, then use that theme.
7. Reinstall Your Video Drivers
Download the newest video drivers for your video card, then reinstall the video drivers.

Your screenshots show the options 1) Enable desktop composition, 2) Enable transparent glass
are missing in Visual Effects
When trying to access CBS log and you receive "access denied", do this:
Open an administrative command prompt and create a copy of the CBS.log:
Start > Right click on Command Prompt and select Run As Administrator
Type "cd C:\Windows\Logs\CBS\" (without quotes)
Type "copy cbs.log cbsbackup.log" (without quotes)
Type "cbsbackup.log" (without quotes)
Press Enter and this should open in notepad
CBS.log cannot be opened when it is in use, this is the reason for your error.
Try TrekDozer's suggestion- reinstall drivers
Start > Right click on My Computer
Click Continue on UAC window
Select Device Manager
Click the + next to Display Adapters
Right click on Adapter and select Uninstall
Click the + next to Sound Video and Game Controllers
Right click on controller and select Uninstall
Close Device Manager Window
Windows will reload the drivers on restart.
Go to the manufacturer's site and look for updated drivers
Check that your computer meets the minimum hardware requirements for running
1-gigahertz (GHz) 32-bit (x86) or 64-bit (x64) processor
1 gigabyte (GB) of random access memory (RAM)
128-megabyte (MB) graphics card
Aero also requires a DirectX 9 class graphics processor that supports a
Windows Display Driver Model Driver, Pixel Shader 2.0 in hardware, and 32 bits per pixel.
For best results, you might also want to follow these graphics processor recommendations:
64 MB of graphics memory to support a single monitor with a resolution that is less than 1,310,720 pixels (for example, a 17–inch flat panel LCD monitor that has a 1280 × 1024 resolution)
128 MB of graphics memory to support a single monitor with a resolution from 1,310,720 to 2,304,000 pixels (for example, a 21.1–inch flat panel LCD monitor that has up to a 1600 × 1200 resolution)
256 MB of graphics memory to support a single monitor with a resolution greater than 2,304,000 pixels (for example, a 30–inch wide-screen flat panel LCD monitor that has up to a 2560 × 1600 resolution)
