Windows 7 - Themes and Colors

I just wanted to have a simple windows basic theme (without the aero special effects) using the basic Windows 7 theme.  However, I don't really like the pale blue windows colors, and I would also prefer to have the active window a different color, or shade, from the inactive windows.

 

I can change the theme colors if I select a Windows aero theme, or if I select the Windows Classic theme.  However it does not seem possible to change the colors using the non-aero, Windows basic theme.

 

Am I missing a setting here?  I find it difficult to believe that there are no provisions for changing the window colors in the basic theme.

 

Any help would be appreciated.
