Problem: IE8 x64 in Windows 7 not display any "File, Tools, Favorites Menus etc"
Have: Windows 7 Professional 6.1 Build 7600 x64, Dell XPS Laptop, New Install, 4gb Ram. Part of AD Domain.

After installing Win 7 and I open a new IE 8 window (both 32 Bit or 64 Bit Version), either from Desktop shortcut or Windows Menu, there are no menus displayed at the top of the IE window, no address bar, no tab bar & no menu bar.

Already Tried:
1. Reset Windows Theme to default Aero Windows 7
2. Reset Windows Theme to default Windows 7 Basic
3. Reset IE8 browser settings default (Control Panel->Internet Settings->Advanced Tab->Reset
4. Removed any add ons such as Google Toolbar

F11 toggles full screen off and on. Could this possibly be your issue?
