How to show list of global custom keyboard shortcuts in Windows 7?

I can't use keyboard shortcut Ctrl+F2 (it does't work). I think that it is defined as global hot key in some program. Is it possible to show list of all global keyboard shortcusts defined in Windows 7 and its assign to application?

you can use Ctrl+F2 key for other applications, from start menu right click on program of your wish <properties<shortcut key press ctrl+F2 press ok.

or you can use thirdparty application to change the shortcut.

Sorry i am not able to find for which application it is used as a global.
but you can use it to run a program of your wish.

and about non standard keyboard shortcuts,
i can't help you in list because a same keyboard shortcut can use in different programs for different task.
Try Win key 2.8 it may be helpful to you
