How can I make the scroll bar wider as I could in XP?

In XP, I could  right click the desktop, click on Properties, click on Appearance tab, click on "Advanced" and modify the width of the scroll bar for all windows.  I think I had a similar experience in Vista.  It is not available in Personalize, nor in Ease of Access. 

A wider scroll bar makes working with a stylus on a resistive touch screen or with an active digitizer easier to manipulate.

Go to control panel<All control panel items<personalization<Window color and appearance 

on opened window below you will see Advanced appearance settings..
click on it<on newly opened window click on item <select scroll bar<adjust the width
