There are some options to work on getting the icons to not re-arrange. Here are some options, (and these for the most part can be attributed to Ron Brown):
Fix for Desktop Icons Layout Not Getting Saved Upon Restarting Windows
Save and Restore Desktop Icon Layout in Windows NT/2000/XP/Vista (Win 7) - Free
Save and Restore Desktop Icon Layout in Windows Vista (Win 7) - Free
TIP : Right Click Desktop - VIEW - uncheck AutoArrange and Align to Grid when you want to restore
the icons or the restore will not work. You can recheck those as needed afterwards and apply the
Align to Grid before the Auto-Arrange.
Desktop Restore - Free
Once you are on the site you can click on "desktop restore" to bring up the desktop restore program.
Lock Desktop Icons Position and Disable Right Click
