Input language for all users in Windows 7

Is there a way to make the language toolbar stick for all users? In XP, if you turned on the language toolbar, it was on for all users. I can't seem to figure out a way to have it stay for all users. Each user seems to have to go to the control panel>clock, language and region>change keyboards options. I work in education so we'd like to keep from having to make every student that logs into a computer go through the steps of adding the keyboard layout each time they use a new computer.

Hey bluidgr75,

When you change the display language, it is changed for your user account and is not changed on the Welcome screen. If you want to set the display language for multiple users or the Welcome screen, you need to apply the settings to all users.

Refer this article for details.
