Window Store apps wont open, windows store Flashes and wont open either....

I have been using restore points and discovered that none of the  windows apps no longer work (I mean the news, mail) none open up, they says to "contact my system administrator and repair"along with windows store which just flashes and does not open,   I have tried to run WSRest but it made no difference  but a box came up with this:

I am all up to date according to Windows Update as well am I activated Windows 10 Home

Anything else I can do to fix this or check?

I did a Sfc /scannow, It found nothing wrong with system integrity  

all other win32 applications like chrome, edge all work fine with no trouble

Method 1

Perform a clean boot.

A clean boot is performed to start Windows by using a minimal set of drivers and startup programs. This helps eliminate software conflicts that occur when you install a program or an update or when you run a program in Windows 10, Windows 8.1, Windows 8, Windows 7, or Windows Vista. You may also troubleshoot or determine what conflict is causing the problem by performing a clean boot.

Clean Boot:

Notes

  • You must log on to the computer as an administrator to be able to perform a clean boot.

  • Your computer may temporarily lose some functionality when you perform a clean boot. When you start the computer normally, the functionality returns. However, you may receive the original error message, or experience the original behavior if the problem still exists.

  • If the computer is connected to a network, network policy settings may prevent you from following these steps. We strongly recommend that you do not use the System Configuration utility to change the advanced boot options on the computer unless a Microsoft support engineer directs you to do this. Doing this may make the computer unusable.

Summary

System file check is a utility built into the Operating System that will check for system file corruption the sfc /scannow command (System File Check) scans the integrity of all protected operating system files and replaces incorrect, corrupted, changed, or damaged versions with the correct versions where possible.

System file check works on Vista, Win 7, Win 8, Win 8.1, and win 10

Still No Difference, Tried the Troubleshooter, still nothing 

The Live Tiles show information, but when i open the apps, this shows:

Tried other methods like redeploying windows store and apps,  System file check. 

That report everything is fine, but this still shows up whenever i try to open any modern apps, all Win32 apps like chrome open fine

Rename the Windows Update components folder.

Method 1:

You may try to reset Windows Store and check.

Follow the steps to clear Windows Store cache memory:

a. On the desktop screen, press Windows and R key to open run box.

b. TypeWSReset.exe and hit Enter.

c. Restart the computer and check.

Method 2:

a. Press Windows key + X on the desktop screen of the computer.
b. Select Command Prompt (Admin).
c. Type "
net stop wuauserv" and press Enter.
d. Type "
rename c:\windows\SoftwareDistribution softwaredistribution.old" and pressEnter.
e. Type "net start wuauserv" and press enter.

I just left it alone and Its Back!!!!!!!!! I did nothing at all, it just started working on it own, Microsoft must have done something recently because its now working again for me! .  Just yesterday, it was flashing and quiting on launch,

today....well:
