Microsoft Store Not Working

So today I bought Forza Horizon 4 Ultimate Edition with the intent to play it, but the microsoft store had other plans for me. I had no problem buying the game and receiving the receipt, but when I tried to install the game nothing would happen. After browsing the forums for a while, I ran the troubleshooter tool. The tool proceeded to claim that the cashe was corrupt and a restart would be required.  After restarting, I opened the store and to my surprise, I was greeted by a giant error message. The store just wasn't working, and I got an error code: 0X80131500. Ive been racking my brain over this for the past 2 frustrating hours so some help would be greatly appreciated. 
Hi Taranpal. I'm Greg, an installation specialist, 10 years Windows MVP, and Volunteer Moderator here to help you.

I'll give you everything possible in order of what's worked best helping to fix the Store a dozen times a day for years. Even if you've tried a step please do it over in this sequence. If any steps cannot be performed then move on to the next. One of these will always fix it:

1) Try updating Store apps: https://support.microsoft.com/en-us/help/402625...

2) Make sure you have the latest Windows 10 version 1909 in Settings > System > About and if not skip to Step 10 to install it by the most stable method which will always solve Store problems.

4) Try running the Windows Store apps Troubleshooter in Windows Settings > Update & Security > Troubleshoot.

6) If that fails to fix the problem go to Windows Settings > Apps > Apps & Features to highlight Microsoft Store, choose Advanced Options, then Reset. After it resets, restart PC.

7) If that fails then reinstall Store. Type CMD in Start Search, choose Command Prompt result to Run as Administrator, copy the following code and paste it into the box using the Edit tools from Box's top left dropdown menu, press Enter:

8) Clear the LocalCache Folder: Open Run by pressing the Windows key + R hotkey.
Copy and paste %localappdata% in Run and click OK.
Open Packages> Microsoft.WindowsStore_8wekyb3d8bbwe > LocalCache folder.
Press the Ctrl + A hotkey to select all content within the LocalCache folder.
Press the Delete button.

9) Type msconfig in Search box, choose Run as Administrator, from Services tab ensure that Microsoft Store Install Service is checked, if not restart PC.

Start with Step 4 to turn off Startup freeloaders which can conflict and cause issues, then Step 7 to check for infection the most thorough way, then step 10 to check for damaged System Files, and also Step 16 to test a new Local Admin account because of the serious and persistent problem with corrupted accounts. Then continue with the other steps to go over your install most thoroughly.

11) If nothing else works then do a Repair Install, by installing Media Creation Tool, open tool and choose to Upgrade Now. This reinstalls Windows while keeping files, programs and most settings in place, and is also the most stable method to advance to the latest version. http://windows.microsoft.com/en-us/windows-10/m...

Click on the 3 dots next to your picture in the Store. click on My Library and see if the game is there and has Install shown of to the right.

Did you try installing the game now from MS Store Hub (three dots at top right of Store app) > My Library?

One of the steps I gave will always work to fix the store. Did you do the Repair Install in Step 11?

Whenever I attempt opening up the library, everything just freezes. I attempted the repair instal before I uploaded this question.  I doubt it'll work the second time, I appreciate you trying to help but those steps didnt really do anything, once again is there anything else you recommend I try doing? If you believe that I should try doing the repair install once more I am not opposed to it.

Yes, you should run the Repair Install which is in the list I gave that includes all fixes for Windows Update, which you reported did not resolve your problem without trying them all.

Please do not skip any steps. We often find out later that the fix was the skipped step. If you need help performing any step I will help.

Did you skip any other steps? If any steps cannot be performed normally then try them in 1) Safe Mode with Networking (so you have internet) or 2) Safe Mode, accessed by one of the illustrated steps in this guide: https://www.digitalcitizen.life/4-ways-boot-saf.... You will need to use your password to get into Safe Mode as a PIN is not accepted.

Okay I ended up fixing the problem by just completely removing the power to my pc and replugging it. Thanks for your help anyway!
