I would like to inform that the Windows Help program is not supported in Windows 10. However, you can still go ahead and check this article on Error opening Help in Windows-based programs: "Feature not included" or "Help not supported" that holds good for the Windows Help program on Windows Vista, 7, 8 and 8.1 only.

Note:  The steps provided in this article are not applicable for Windows 10.
