Is this a common problem? My internet is good quality and I highly doubt it is the problem.

As you said, I would suggest you to check whether this task is running in task manager. If you find, select the task and click on end task.
Press Shft + Cntrl + Esc to open task manager.
If doesn't help, I suggest you to force shutdown your PC to kill the upgrade process.
We can install Windows 10 by using a ISO and media creation tool. Refer the link below to download Windows 10 ISO.
