Windows 10 Installation Error - 0xC1900101 - 0x20017

When upgrading to Windows 10 I always get the same error message. I get to the point where the system restarts and the windows 10 logo shows but no spinning icon appears. When I force shut down my laptop and then turn it back on again I get this error message:

'0xC1900101 - 0x20017 Installation failed during safe OS phase with an error during boot operation'

I remember trying to install the Windows 10 Insider Preview earlier this year and got exactly the same problem. I've also tried creating a bootable USB using the new Media Creation Tool but the same problem persists. No matter how I install Windows 10 I always have the same problem.

Samsung S3511 Laptop

Windows 7 (64 bit)

Intel Pentium P6200 2.13GHz

4.00 GB RAM

500GB Hard drive

It doesn't work for me Has been like this from the windows 10 insider software would have believed they would have fix it but NO

Yeah it's really annoying...

I've finally found a solution!

Specs: 

Samsung RV 411

Core i5 M480 | 4GB DDR3

Windows 7 HP x64

I think it will work for all the Samsung laptops. Worked on both mine and from my brother (S3511).

I will show exactly what I did.

  • Clean C:\Windows\Download and delete C:\$Windows.~BT folder.
  • Mount a bootable USB using Media Creation Tool.
  • Restart PC, go to BIOS setup
  • Enable the UEFI boot and delete Mass Storage from boot priority
  • Save and exit, then start Windows normally.
  • -
  • Turn off internet connections (Ethernet, WiFi, etc.)
  • Open setup.exe from bootable USB and just follow the installer.
  • Everything now should run without issues
  • I had a little problem at the 3rd step (3rd reboot, after drivers installation). Again, spinning icon didn't appears. Just restart manually and it should continue the process from the same point.

Apparently the UEFI boot was the problem. It should be Enabled, but on my laptop it was disabled by default.

Glad to hear that you found a possible solution for the Samsung laptop owners......now if we can only find one for the desktop owners that migrated Win 8.1 to an SSD.

Try to do the same process. Maybe it's just the UEFI issue.

A lot of people was trying a lot of other solutions, like hardware changing and uninstall drivers. In the end I saw that this wasn't that hard.

I just tried again still getting the error. I disconnected after 100% downloaded restarts computer then the error'

UEFI's enabled.

Did all the other steps and still locks at the Safe OS with the error code after reboot.

Acer support wants me to format the drive and reinstall with the image I created.

Can't get any bootable program to wotk to format the drive.
