Why I can't able to enter into WinRe after doing hard reset also ?

First, when I have upgraded Windows 8.1 to Windows 10, it was nice and I able to run my pc well. Then I've installed DriverpackSolution 15 software in my PC to check all drivers are up to date or not. That too I've installed this because of my neighbour suggested. 

        After installation of this DriverPackSolution 15 it asked for reboot. Then I've clicked on reboot, then it started displaying 'Restarting' with spinning of dots. After that when it is restarting, windows logo appeared with spinning of dots, after loading it displayed like this as below figure.

        It has been rebooted thrice and it has entered into WinRe. After entering it shows two options i.e "Restart PC and Advanced options" . At this page, I can't able to select any option because my Keyboard and Mouse are not detected by PC but in BIOS, (i.e by pressing "Del" button on my keboard simultaneously) Keyboard and Mouse are working properly. After sometime I've tried to hard reset my PC by shutting down and on. But this time I cannot see any words like "Preparing Automatic Repair and Diagnosing Your PC" and I won't able to enter WinRe. How many times I try to hard reset that many times my PC displays below figure. Iam trying since 6 days to enter into WinRe mode. Please can anyone help me to solve my problem. This is another reason why no expert recommends cleaner apps, registry cleaners, optimizer suites or most driver finders except in rare and controlled cases. You likely had malware sneak in with the install.

Use whichever method works here to get into Repair Mode so you can run System Restore to a point before this problem began, Startup Repair, access the Command Prompt to run the System File Checker, or do a Reset: https://www.tenforums.com/tutorials/2294-advanc...

Easiest is to force shutdown by holding in the power button three times until it starts into Repair Mode.

It may be necessary to create bootable media on another PC to access Advanced Startup Options to try repairs, a Reset or do the Clean install. The bootable media has it's own set of files so that repairs or Reset might work better, and you'll have it to do a much better Clean Install.

To create Windows 10 Installation Media on another PC install Media Creation Tool and follow the directions here: http://windows.microsoft.com/en-us/windows-10/m.... Uncheck the box for Recommended Settings to choose the exact version and bit rate for the target PC only.

Insert media, boot it by powering up PC while pressing the BIOS Boot Menu Key: https://www.sysnative.com/forums/hardware-tutor...

If the media won't boot you may need to enter BIOS/UEFI Setup (pressing key given in chart in link above) to turn off Fast Boot or Fast Startup first.

Choose the boot device as a UEFI device if offered, on second screen choose Repair Your Computer, then Advanced Troubleshoot Options, then:

1) Try a System Restore
2) Open the Command Prompt to run System File Checker: https://www.wintips.org/how-to-run-sfc-offline-...
3) If those fail then go back to Troubleshoot Options to do a Reset.

If that fails choose Install Now, then Custom Install, then at the drive selection screen delete all partitions down to Unallocated Space to get it cleanest, click Next to let it create needed partitions and start install - this makes it foolproof.        But I don't have a DVD or USB to boot from disk.  If you have any easy solution please help me. And I can't get USB or DVD from Technicians and Shops because it is QUARANTINE.. please if you have any easy solution please help me. And I don't have another PC or Laptop also.

Karthik, I gave you ways to try to get into the Repair Mode without bootable media. If those don't work then you'll need the bootable media because you installed something that has caused WIndows not to boot.

The steps I gave will save a minimum $150US at a shop, and the shop will only reinstall Windows - not doing half as good of a job as I can help you do.

I gave you the way to navigate through repairs and if necessary reinstall. Every step is illustrated with a tutorial in the link. If you need help at any time you can ask back here. But asking for a simple solution when you have a catastrophic failure due to letting something sneak by during installation of a risky driver finder, is unrealistic.
