what mean DEVICE INSTALL REQUESTED and DEVICE NOT MIGRATED  that appear in device manager.

On via usb3.0, amd gpu, nvidia gpu, external wd, toshiba and verbatim drives, logitech webcams and so on?

On google zero information about this. Nobody on Insiders saw that....

Windows 10 Pro's Device Manage does not have a "Universal Serial Port" or left panel

What is the correct procedure?

After "Cumulative Update for Windows 10 Version 1511 for x64-based Systems (KB3176493)" was installed, some of my USB devices can not to be found or respond with an error " they are busy". Re-installing their drive does not solve the problem.  Also in Device Manager, their location has moved to a new group, "Universal Serial Bus devices", which I have not seen before. Their properties show they are working and the Events tab show no error during re-installation.

Any suggestions?

This remedy worked well for me.  It is an old computer, and I never expected that this would work, but after the computer rebooted, there was the USB to SD card adapter and the drive on the SD card.  Great is my appreciation.  Thanks.

Follow these steps to run the troubleshooter:

  1. Press “Windows key + X”.
  2. Type “Troubleshooting” without quotes in the Search box and hit enter.
  3. Select “Hardware and Sound” from the Troubleshooter Window.
  4. Select “Hardware and Devices” under Devices option.
  5. Follow the On Screen instructions.

I have a similar issue.  The drive is recognized in Win 7 but not in Win 10.  

Have reinstalled usb drive (all be it only for win 8.1) and still no luck.

This problem is affecting most of my USB hard drives.

It's bugs like this that have me wishing I had at the very least waited to upgrade!

Same situation. Tried new drivers on usb, generic microsoft usb 3.0 2015 driver, via 2014 driver, the same.

Welcome and thank you for posting your query in Microsoft Community. We appreciate your interest in Windows 10.
Step 1.
-Try an another Usb/flash drive in the ports, and check
 
 
Step 2.
IF the issue persist , try updating the USB drivers and check. 
 1: Uninstall and Reinstall the Universal Serial Port (USB) Drivers.
 
Follow the steps given here to uninstall the USB Drivers.
 
a) Press Windows key + X key when you are at desktop.
 b) Select Device Manager.
 c) Find and double-click Universal Serial Port driver from the left panel to uninstall
 d) Right-click the device, and click Uninstall.
 e) Windows will prompt you to confirm the device’s removal. Click OK to remove the driver.
 f) Restart the computer.
 
2: Install the latest Chipset Driver from the manufacturer’s website.
 Go to the manufacturer’s website, download and install the latest chipset drivers.
