Can you try running Photoshop Elements in compatibility mode for Windows 7 then try installing the plug in?

Have you checked for an update for the plugin?
Right click on the .exe file > Select Run As Administrator
You might also try moving the file from plugin to main folder

The issue is related to the Photoshop, better to solve the issue in their support.
