Like Chrome and Firefox, Edge has a fully functional PDF reader which is set by default in Windows 10.
If you don't want it you can change to the PDF reader of your choice, like Adobe Reader here:

Set the default Reader in Windows Settings > Apps > Default Apps > Choose Default by App, or Choose Default by File Type > PDF.
