Hi,

Thank you for posting your query in Microsoft Community Forums. Your interest on Windows 10 is appreciated.
I understand the inconvenience that you are facing. We are glad to help you.

I would suggest you to follow the methods given below and check if it works:

Method 1: I suggest you to perform system file checker. Follow the steps below which will help you:
1. Press Windows key + X, click Command Prompt (Admin).
2. In the Command Prompt, type the following command, and then press ENTER:
sfc /scannow
The sfc /scannow command will scan all protected system files, and replace corrupted files with a cached copy that is located in a compressed folder at %WinDir%\System32\dllcache.

You can follow the steps in the following article:
http://answers.microsoft.com/en-us/windows/wiki/windows_other-system/system-file-check-sfc-scan-and-repair-system-files/bc609315-da1f-4775-812c-695b60477a93

If the issue persists, perform a clean boot and check which third party is causing this issue.

Method 2:Try to place your computer in Clean boot state and check if it helps.
Follow the link to place your computer in Clean boot:
https://support.microsoft.com/en-us/kb/929135

Disclaimer:To start the computer in normal mode refer the section, "How to reset the computer to start normally after clean boot troubleshooting" from the link above.

Hope it helps. Do contact us for further queries. We will be happy to assist.

Thank you.

Had 2 MS Tech's take over my computer to fix the update lock problem.

The third one  said my Dell mother board was not approved for 7, 8, or 10, but It came with 7 and I have been using 10 until the 1709 update and lockup problem happened. Got a ISO update but that also stopped loading at 99%. Should have stuck with Linux.
