Windows 10 Upgrade Fails With Error Details: Code C1900101

I have a Fujitsu Celsius i7 Computer.  All Updates have been installed, The upgrade seems to go fine.  it gets to about 25% System reboots then reverts to Windows 7.  

The Setupact log file states at the end of the file

I keep getting the same errors.  

  • I have disconnected all other drives in my system so I have only one drive connected
  • I have removed Kaspersky
  • I have tried this from windows update and also downloading Windows 10 to a USB Key and running it from that (5 times already)

I have upgraded my laptop and another computer that i use with no issues.  Any help to resolve this would be much appreciated

I have Done the following as per your post.

  • Uninstalled my Microsoft Security Essentials
  • Disconnected Smart card Reader
  • Disconnected Network Cable
  • Set Computer to Clean Boot using MsConfig
  • Checked the Hard Drive for errors
  • Restored redirected Personal folders to their original location.
  • Disconnected All Internal Drives except the 1TB (Divided into 2 x partitions Boot and Data) and DVD Rom Drive
  • Checked Ram for Errors (No errors Detected)
  • Ran CPU-Z all ok
  • Rebooted 2 Times
  • Mode sure system matches requirements
  • Using a local Account administrator (Always have been)
  • 111GB free Hard Disk Space
  • Renamed the SoftwareDistrubtion folder
  • Ran Upgrade from USB Thumb Drive
  • It showed a warning about the Display language that I would need to download the language pack after installation.  Clicked OK
  • Clicked on Install
  • Installing Windows 10 Reached 100% Removed Thumb Drive and system rebooted
  • Upgrading Windows Started reaches 23% System Rebooted
  • Windows Logo
  • Restoring your Previous version of Windows
  • Windows 7.1 restored. and after reboot
  • Error displayed is now 0xC19001001-0x20004. The Installation failed in the SAFE_OS phase with the error during INSTALL_RECOVERY_ENVIRONMENT operation
  • End of SetupAct Log files is as follows

This is the only machine that is causing me issues I have upgraded about 10 other Computers so far and small issues usually sorted by renaming the Software Distribution folder or Just deletnig the Contents of the SoftwareDistribution\Downloads  folder.  I am it a loss to why this is happening and I would like to get this machine working as it is my main Computer I use each day. 

Hoping someone out there has a solution to this

SOLVED! Same 25% problem here. The reason it failed was the MBR partitioning of the disc, on EFI systems Windows 10 can only be installed on GPT discs. That's why the log message says that no host partition can be found.

The solution for my problem was to convert the disc to GPT format as described in http://social.technet.microsoft.com/wiki/contents/articles/14286..aspx?PageIndex=2

Some remarks to this approach

  • Make 2 bootable discs first: a Windows repair disc and a Minitool Partition Wizard disc (program is free and you can create the disc from within the program).
  • Before you begin make sure the first 'system partition' is big enough (>= 228 MB, see article). You can use Minitool Partition Wizard to resize (or create) it. This is the partition you have to replace by the new efi and msr partitions later.
  • After the previous step my PC did not boot anymore: message "winload.exe missing". I solved the problem following the instructions in

  • Of course the gptgen tool did not work for me (it asked for a cluster size) so i did the mbr-gpt conversion with the bootable Minitool Partition Wizard disc. Be sure to make the active partition inactive first, otherwise the conversion option is unavailable.
  • The Minitool Partition Wizard boot did not recognize my wireless mouse and keyboard....

Needless to say that also some essential files were missing to create a Windows Repair Disc, but that's another story. Murphy? Anyway, Windows  10 has been successfully installed!

Thank you for your reply. In my post I tried to describe how I solved the problem, just to help others with the 'The Installation failed in the SAFE_OS phase with the error during INSTALL_RECOVERY_ENVIRONMENT operation' message.

Of course I also tried the 'Fixit trouble shooter' but that did not help since my problem was the MBR disc format.

I am running on a UEFI PC where everything in the BIOS related to the legacy BIOS boot is disabled (only UEFI allowed) and all my disks are also formated with GPT (no MBR).

Windows Update fails because it attempts to convert one disk to MBR for installing the recovery: after migrating the new OS succesfully, the recovery is installed also (but in a GPT partition) and then we get this stupid message !

Lot of people are having this failure.

On my PC, the last messages in Panther\setupact.log are:

2016-06-22 03:38:10, Info                  SP     WinRE driver migration action completed successfully.
2016-06-22 03:38:15, Warning                      VdsPlatform::ComputeHostInfo: Can't find host OS partition; no disk will be marked as the host
2016-06-22 03:38:15, Info                         SPInitializeDiskPlatform: Using VDS

And then the PC hanged during the night on the green screen at 22%. I had to press the reset button a short time (which took about 10 seconds and did not react, the PC finally shut down completely abruptly and rebooted from zero state, where the Windows installer rollbacked the installation.

Now I'm back to Windows 10 again: this failure is caused by an automated Windows Update. Now that I have rebooted this morning, Windows Update says that it will install the same update which will cause the PC to hang again during next night.

Automated installations of new builds of Windows 10 should NEVER be done by Windows Update.

Visibly it is ReAgent that fails to update the recovery partition (even if it is large enough !)

On my GPT disk (on SSD), the partitions are like this:

  99 MB for the UEFI boot (hidden, not mounted, FAT32, clean)

  240 GB for the C: drive (with lot of space available, NTFS, clean)

  599 MB for the recovery partition (hidden, not mounted, NTFS, clean)

  No free space left.

Actually I don't know why Windows Update does not want to use the last partition for the recovery which remains empty. Instead Windows Update attempted to reduce the C: partition (by 6 GB) in order to create a new empty partition between the C: drive and the existing 599 MB recovery partition. However it did not even initialize it (that partition was left unformatted...)

I have once again deleted that 6GB partition to extended again the C: drive over it.

in the previous night, Windows update had made the same thing. Each night since several days, Windows Update has attempted to install the new build with the same failure, each time creating a new 6GB partition at end. If I let it continue, Windows Update will create each night a new empty partition of 6GB: each morning I need to remove these junk partittions (supposed to contain the recovery, but actually not used at all.

In summary, Windows fails to create the recovery partition correctly.

This is in fact a bug of ReAgent (that also fails to do its work even when you try to do it manually yourself when Windows is online), as ReAgent incorrectly computes the space it needs on the new partition to do its work. The recovery partitition should not need more than 300 MB on Windows 10. I have a recovery partition of 600 MB, but this is not enough for ReAgent, and the Windows 10 installer even created a 6GB partition (20 times bigger than needed!) that ReAgent still refuses to use for unknown reason. Then the installation hangs, as the partition tables in memory don't match what is expected.
