windows 10 and steam stop start download issue

The steam client for downloading PC games has stopped working correctly where it used to download without issue about two builds ago.

Downloads used to be continuous but now stop and start intermittently. Making a 30 min download about 4-6 hours. Checked workarounds and no fixes available through steam.

Yet steam works perfectly when I login to windows 7 without any issues.

Seems more like a Windows problem than a Steam one.

Please help, this is the only thing preventing me from ditching Windows 7 altogether.

TIA

No problems with the internet connection, been able to update and install any other software.

No error codes, the problem occurs within steam but not a problem with the software itself.

When installing/updating a game the download will stop / start making downloads take significantly longer.

This never used to be an issue until I updated windows 10 about a build or two ago. And, has never been and still not an issue with Windows 7...

Tried your suggestion above, uninstall and run compatibility mode windows 7 with no luck.

Have tried a number of suggestions from the steam community with no luck either:

change region

change download speed

uninstall / reinstall

delete download folder

delete steamservice.exe

stop/disable steamservice.exe

Any other suggestions would be much appreciated, as mentioned earlier don't believe its a problem with steam software but perhaps I'm wrong!

Yes, Win10 and Steam don't play well together. Constant errors.

Have to say this is NOT a Windows issue, but a lame Steam application issue.

Steam has a LONG history of issues, as does Windows, but the bottom line is - you have to make the application work with the OS, not the other way around.

I am having the same problem downloading games on steam.  When I updated to W10 I deleted some games on my system when trouble shooting install problems with W10.  Now downloads start and stop, sometimes only downloading 5mb, then go into queue for 5 minutes.  In W7 everything worked fine.  I tried W7 compatibility but did not work.  I have a ticket open in steam but not sure they can resolve this.  I think I may roll back to W7 if I don't find a solution soon.

Found a 'dummy-fix' for this issue by chance...

Try starting a game that has a pre-game start-up menu (mine is star trek)

For some reason when I now click download it runs continuously without irritatingly stopping after 5 secs!!!

Perhaps if this doesn't work for you make sure your setting has been changed to download (or update) during gameplay (just a suggestion).

Anyway good luck and hope the above works for you ;)

Ordinarily id agree with you but in this instance I don't believe you are right.

I'm sure you can spout a number of legitimate reasons why I'm wrong but I have 'bodged' a solution for this issue (and albeit by chance too!)

That said steam worked with no errors on win 7 and worked up to a 'sound' build of win 10.

To me that screams win 10 but I'm no means an ecspurt :)

Thanks for your reply all the same

I have to disagree. On my Windows 10 system Steam is working flawlessly, downloading large games without any interrupts. I also never had a problem on Windows 7 and Windows 8.

I think you are the one point in a multitude.  Many of us are having a problem with steam downloads.  It may have to do with your version of 10, I saw earlier updates worked fine.  On w7 I never had an issue either.

I'm having this issue. Games (ALL OF THEM) will not download. They start and stop. The most time they'll download non-stop is about thirty seconds. enough for me to get about half a gig downloaded. The guy in the other comment has a SMALL fix. it's to queue the download, when it stops, click play and let it finish downloading. It sucks. I've tried all day to fix it. It didn't used to be like this, even on windows 10. I downloaded ALL my games when I installed win10 months ago, and it worked fine. Bought some new games today and bam.. No download. This is a major problem, either on microsofts part, or steam. Either way it needs to be fixed. Compatability mode does NOT help. Resetting router does NOT help. Changing region doesn't help. Nor does limiting the bandwidth.

I have the permanent fix at long last. Yes it's a fix in normal windows not safe mode but you have to go to safe mode first to make sure this fix will work for you.

I found this by comparing processes in safe mode with networking and eliminating processes to find the culprit in normal mode. took about an hour.

First of all reboot your windows 10 pc in safe mode WITH NETWORKING.

If you need to figure out how to do that google it separately or on your phone.

Try to download something on steam. With me, it worked perfectly like a charm, no start-stop.

If that works for you, restart your pc back in normal mode and follow these steps to fix the problem fast.

Go to control panel->administrative tools->services

Looking at the services,   CDPUserSvc_3e1f2 is the piece of garbage responsible

double click on the service
click stop and wait for it to stop
change startup type to manual

Your download after less than a minute will start downloading normally and fast. Start and stop the service to watch it work its garbage magic on your steam downloads.

You're welcome, share.
