Press Windows key + X
Click Command Prompt (Admin)
Type in at the prompt OR Copy and Paste these one at a time : (Hit enter after each)
Dism /Online /Cleanup-Image /CheckHealth
Dism /Online /Cleanup-Image /ScanHealth
Dism /Online /Cleanup-Image /RestoreHealth
Press Windows key + X
Click Command Prompt (Admin)
At the Command Prompt, type: sfc/scannow
This will check for any integrity violations
Restart your system

It didn't work. I am installing a game that requires the install shield wizard. It pops up and stops working when it says "Preparing to Install". Then the error pops up.Press Windows key + X

Sorry to know that the issue persists.
I suggest you to try the steps provided below and check if it helps.
Try t install it in the Clean Boot.
This helps eliminate software conflicts that occur when you install a program or an update or when you run a program in Windows. It starts Windows by using a minimal set of drivers and startup programs.
1. Press Windows Logo Key+X. Click on Run.
2. Type msconfig. Click OK.
3. Then follow the steps from 3-7 for Windows 8.1 in the link below.
