Will I know when the Windows 10 files are being downloaded in the background or not?

Will the _Get Windows 10_ app notify me when the OS is being downloaded, or will that happen without my notice?

You can check your network traffic in task manager.  I suspect unless you have a very big internet pipe you will notice right away.  DO NOT expect it to be on July 29

With a pool of more than a billion devices to upgrade to win 10, only a small portion of those will get win 10 on July 29.  First, the insiders (those who have been testing window 10) will get it starting on July 29, there are ~5 million insiders.
After that, in the coming weeks and months Microsoft will upgrade those who have "reserved" win 10 in waves. Those who have "reserved" their copies of Windows 10 will be notified "once our compatibility work confirms you will have a great experience, and Windows 10 has been downloaded on your system,"
If Microsoft determines a user's system is "not yet ready for your upgrade," the company will provide more details, such as contact information to enable users to get more details from app developers and device makers.
Each day of the roll-out, we will listen, learn and update the experience for all Windows 10 users.

actually it give u how much data is to be downloaded and it's progress.

If windows 10 starts to download you will see windows update sign in task bar however if you check for the available updates you will find there is no updates available.

You will also notice that a folder with name $windows.~BT in Local disk in which you os is installed.

Further you may also check you pc and router if data is being downloaded continuously without your action.
