I was finally able to fix this by going into the Shared experience settings in Windows 10

Click the start button and type Shared experiences and then open the setting. Toggle the On switch and see if that works. Even if the on switch is already on, toggle it off and then back on again and see if that fixes it. One thing to note is that you should probably only have My devices only in the dropdown menu.

This worked for me thanks to

Terminate/Restart Your Phone App:

The Your Phone app can also display the ‘Check Your Phone’ error due to a glitched out application process which may actually have nothing to do with your mobile. Hence, you need to restart the app, but a simple relaunch may not suffice. Instead, load up the Settings app on your PC, click Apps, and then click Your Phone from among the list of apps that show up. Next, click Advanced Options. On the subsequent screen, click Terminate to stop all processes related to the app.

Now, relaunch the Your Phone app, and the stuck notification should likely appear on your smartphone.

OK thanks. This semi worked for me.

Indeed yes, the phone app completed the connection with the pc reporting ready.

However, the real functional problem of Getting the Link still fails when I attempt to  continue browsing from the phone to the PC.
