Can't Sign Into Cortana

I cant sign in to Cortana for some reason. I've used Cortana before but now all of a sudden it says "Welcome Back! lets pick up where you left off" Then it will say "Before we get started I need you to sigh in to our Microsfot accrount that way I can keep track of what you want me to know". I go to click on sign in and nothing happens at all

Are you logged in with Microsoft User account or Local account?
Have you installed all pending Windows updates?
